Leicester Planning Board opened a contentious public hearing on a 1430 Main Street proposal to build 94 townhouses and 192 apartments in a mixed-use zone. Applicants Robert Fox and David Weinstock, represented by attorney Ted Cannon, proposed a largely residential development with secondary commercial space financed in later phases, but board chair Joshua Campbell and member Lee Dykas pushed back, insisting commercial be built concurrently or first, citing zoning bylaw requirements and past failures like Walmart. The hearing drew overflow crowds and two hours of public comment citing traffic, school-capacity, and water-system concerns; the board continued the hearing to May 19 at 6:05 p.m.
In a separate matter, LDS Consulting Group pitched a Chapter 40Y multi-generational development at 100 Tobin Road (130 homes over 20 years), but board members said it was unlikely to pass town meeting and voiced skepticism about density and state-level accountability.
